Not really, this is actually a stereotype and a huge misconception with which we south americans struggle a lot when traveling or moving abroad, especially brazilians (who mostly DO NOT speak spanish).
In this case, it is a very specific scenario where basically the best job opportunities in the CS2 Pro scene in SA are in Brazilian Teams so you are required to learn to communicate in portuguese if you want to succeed in CS2, as Jutobs explained in #31: “One should just assume argentinian players speak portuguese, we dont have enough good teams to play if you are not willing to play in brasil”.
The same happens for central americans, e.g. malbsMd, the best opportunities in CSGO and CS2 were in the US at the time, so he had to learn english.
Btw, there are countries in SA that speak english and dutch like Guyana and Suriname respectively
